Chronic Disease and Tobacco Grants

 

In November 1998, the Ohio Attorney General, and Attorney Generals from various states entered into a Tobacco Master Settlement Agreement with the United State Tobacco Product Manufacturers.  The Master Settlement Agreement called for block installments of moneys to be made to various states over a number of years.  In February 2000, the Ohio Legislature approved and Governor Taft signed a comprehensive Bill (Am. Sub. S.B. 192), which allocated moneys that the State of Ohio was designated to receive from the Master Settlement agreement. The Ohio Tobacco Use Prevention and Control Foundation (TUPCF) is funded from this resource.  The TUPCF has as a general mission to prevent and control the use of tobacco, including smokeless tobacco, in Ohio and reduce the health consequences tobacco has imposed on Ohio’s citizens.

 

TUPCF is following the guidelines of the Center for Disease Control and Preventions Best Practices for Comprehensive Tobacco Control Programs. These guidelines can be found online at http://www.cdc.gov/tobacco/bestprac.htm

 

This RFP results from an agreement between TUPCF and the Ohio Commission on Minority Health to fund grants addressing Chronic Disease Programs to Reduce the Burden of Tobacco-Related Diseases in Minority Communities (Component A-II of the Best Practices Document).  A similar effort is being initiated by the Ohio Department of Health.

Minority AIDS Initiative

In October 1998, the presidential administration declared HIV/AIDS in racial and ethnic minority communities a "severe and ongoing health crisis."  The Administration, Department of Health and Human Services, in collaboration with the Congressional Black Caucus, announced a new initiative to address this crisis through increased funding and outreach to these communities.  

 

The Minority AIDS Initiative funds target programs to enhance effective HIV/AIDS efforts that directly benefit racial and ethnic minority communities in three broad funding categories: technical assistance and infrastructure support, increasing access to prevention and care, and building stronger community linkages to address the HIV prevention and health care needs of specific populations.

 

The Ohio Commission on Minority Health is partnering with The Ohio Department of Health’s HIV Care Services Section to make available the Minority AIDS Initiative Funding to the African American community for fiscal year 2006.

State Partnership Grants

This project funded under the State Partnership Program is designed to build capacity for diabetes education capitalizing on the intrinsic value of lay community health worker (CHW) models developed in Columbus and Cincinnati, Ohio. The community health worker model is an evidenced-based model that has been proven effective in increasing access to health information, health promotion education and health care for minority and underrepresented populations.
